Doubt Cast on German Armed Forces' Restructuring

BONN, Germany - The German Defense Ministry will not be able to simultaneously save 8.4 billion euros ($11.3 billion) and execute a plan to restructure the Bundeswehr, Defense Secretary Karl-Theodor zu Guttenberg said.
