US Navy official calls China's intentions 'opaque'

China's intentions in developing its navy remain "opaque," a top United States navy official said Wednesday. Adm. Gary Roughead, chief of Naval Operations, said that considering China's rapid economic development, it was only natural that the country should expand its navy but that increased ties were needed to fully understand their goals.
