The US Army Corps of Engineers will hold a public hearing at 7 p.m. Feb. 21 in Watertown Town Hall to detail a project to clean up a property at Arsenal Street and Greenough Boulevard that is contaminated with polychlorinated biphenyls, and turn the site into wetlands for recreational use.
