Operation Ivy Cyclone II is the second phase of Operation Ivy Cyclone. This second phase is marked by the use of overwhelming artillery and air strikes as well as the expansion of targets to include areas of Ba?quba, Kirkuk and Balad. Lt. Col. Bill Macdonald, spokesman for the 4th infantry, noted that this operation also utilized satellite guided missiles for the first time since the end of major combat. The 4th Infantry Division and Task Force Ironhorse saw air support from Carrier Air Wing 1 of the USS Enterprise, the Navy's only aircraft carrier deployed in the 5th fleet area.

The use of actionable intelligence also played a major role in this operation because it produced specific areas of interest suspected of being used as enemy staging grounds. Army Brig. Gen. Mark T. Kimmitt, Deputy Director of Operations for Coalition Forces, announced on November 18, 2003 the destruction of 15 safe houses and three insurgent training camps.
