The law, enacted when the U.S. was at war in Afghanistan and Iraq, was aimed at people making phony claims of heroism in battle. B.G. "Jug" Burkett, the Vietnam veteran whose book, "Stolen Valor," inspired the law, said he was disappointed with the ruling.
