Chile's flag was officially adopted in 1817.
The Texas state flag was officially adopted in 1839. There is a color difference also. The red and blue in the Texas flag are officially designated to be exactly the same as the red and blue in the U.S. flag. So, the Texas flag will always be "closer" to Old Glory than any similar flags. This gets more interesting. Here's North Carolina's state flag:

When did NC adopt the look-a-like flag (Texas, Chilie)
Who's on first? By the way. White is always on top, (even in Chilie) That’s how you teach rookie Firemen to fly the flag. Otherwise they will hang it up side down and then the station gets calls from old Texans, (What’s a madder boy) You don't know how to fly the TEXAS Flag? Ron |

Not all that long ago the Postal Service came out with stamps commemorating State flags. The Tn. State flag was depicted upside down.

Hal, it's those Middle Tennessee yahoos that think their star should be on top. I see the flag uside down all over Middle Tennessee. Correct way to fly the flag:

For those that aren't aware...
The blue stripe on the Tennessee flag does NOT go next to the staff. The stripe goes to the outside (the FLY), away from the staff (the HOIST). Like this:
