Ho's Viet Nam is a typical Asian government, no different than it was under the empress Nam Phuong, emperors Thành Thá'i et Duy Tân or the last dynesty of the (Chi D). Nguyens before the war. You also leave out the fact that most of the Hue emperors did not control all of the north so you had a residual issue left over there when the country was divided in half.
