Analyst Eyes Review of European Capabilities

PARIS - A "wise men" panel with high-level names such as former British Foreign Secretary David Milliband and Army Gen. Henri Bentégeat, former French chief of the Defense Staff, is needed to conduct a review of military capabilities at the European level, as countries race to cut defense spending on strictly domestic terms without coordination or thought for combining capabilities, a senior defense analyst said.
