Default War: The Financial Cost to the U. S. Taxpayers

Hello Everyone:

We all know of the devasting impact war has on our troops, their
families, and the economic impact it has on our nation as a whole, but
the truth of the cost of war has not come out specifically until
recently. Below, you will find the Emergency Wartime Supplemental
Appropriations as enacted in the Senate and House of Representatitives
on April 16, 2003. This budget only provides funds ending in
September 30, 2003. Very Costly, in my opinion.

Public Law 108-11 108th Congress An Act Making emergency wartime
supplemental appropriations for the fiscal year 2003, and for other
purposes. NOTE: Apr. 16, 2003 - [H.R. 1559], Be it enacted by the
Senate and House of Representatives of the United States of America::
Emergency Wartime Supplemental Appropriations Act, 2003 in Congress
assembled, That the following sums are appropriated, out of any money
in the Treasury not otherwise appropriated, for the fiscal year ending
September 30, 2003, and for other purposes, namely:

TITLE I--WAR-RELATED APPROPRIATIONS


CHAPTER 3 DEPARTMENT OF DEFENSE


MILITARY PERSONNEL

Military Personnel, Army For an additional amount for ``Military
Personnel, Army'', $7,700,000,000.

Military Personnel, Navy For an additional amount for ``Military
Personnel, Navy'', $1,600,000,000.

Military Personnel, Marine Corps For an additional amount for
``Military Personnel, Marine Corps'', $1,200,000,000.

Military Personnel, Air Force For an additional amount for ``Military
Personnel, Air Force'', $2,800,000,000.

Reserve Personnel, Army For an additional amount for ``Reserve
Personnel, Army'', $3,000,000. National Guard Personnel, Army For an
additional amount for ``National Guard Personnel, Army'',
$100,000,000.



OPERATION AND MAINTENANCE

Operation and Maintenance, Army For an additional amount for
``Operation and Maintenance, Army'', $16,000,000,000.

Operation and Maintenance, Navy For an additional amount for
``Operation and Maintenance, Navy'', $5,100,000,000.

Operation and Maintenance, Marine Corps For an additional amount for
``Operation and Maintenance, Marine Corps'', $1,650,000,000.

Operation and Maintenance, Air Force For an additional amount for
``Operation and Maintenance, Air Force'', $7,100,000,000.

Operation and Maintenance, Defense-Wide For an additional amount for
``Operation and Maintenance, Defense- Wide'', $1,200,000,000.

Operation and Maintenance, Army Reserve For an additional amount for
``Operation and Maintenance, Army Reserve'', $3,000,000.

Operation and Maintenance, Navy Reserve For an additional amount for
``Operation and Maintenance, Navy Reserve'', $7,000,000.

Operation and Maintenance, Marine Corps Reserve For an additional
amount for ``Operation and Maintenance, Marine Corps Reserve'',
$20,000,000.

Operation and Maintenance, Army National Guard For an additional
amount for ``Operation and Maintenance, Army National Guard'',
$75,000,000.

Operation and Maintenance, Air National Guard For an additional amount
for ``Operation and Maintenance, Air National Guard'', $20,000,000.



OPERATION FREEDOM FUND (transfer of funds)

There is established in the Treasury of the United States a special
account to be known as the ``Iraq Freedom Fund''. For additional
expenses for ongoing military operations in Iraq, and those operations
authorized by Public Law 107-40, and other operations and related
activities in support of the global war on terrorism, not otherwise
provided for, necessary to finance the estimated partial costs of
combat, stability operations (including natural resource risk
remediation activities), force reconstitution, replacement of
munitions and equipment, and other costs, there is hereby appropriated
$15,678,900,000, to remain available for transfer until September 30,
2004:

Provided, That amounts provided under this heading shall be available
for transfer for the following activities: Not less than
$1,771,180,000 for classified programs, which shall be in addition to
amounts provided for elsewhere in this chapter, and under this
heading, for procurement and research, development, test and
evaluation.

Not less than $1,100,000,000 for increased fuel costs, for transfer to
``Defense Working Capital Funds''; Up to $1,400,000,000 for transfer
to ``Operation and Maintenance, Defense-Wide'', only for purposes
further specified in section 1310 of this chapter.

Up to $489,300,000 for transfer to the ``Natural Resources Risk
Remediation Fund.''

Up to $400,000,000 for transfer to Department of Homeland Security,
United States Coast Guard, Operating Expenses'', to support military
activities in connection with operations in and around Iraq and the
global war on terrorism.

Up to $57,600,000 for research, development, test, and evaluation

and, Up to $25,000,000 for counter-terrorism military training
activities for foreign governments in connection with the global war
on terrorism, including equipment, supplies and services, on such
terms as the Secretary of Defense, with the concurrence of the
Secretary of State and 15 days following submission of a financial
plan for the use of such funds to the congressional defense
committees, may determine:

Provided further, That in addition to the transfers authorized in the
preceding proviso, the Secretary of Defense may transfer the funds
provided herein to appropriations for military personnel; operation
and maintenance; Overseas Humanitarian, Disaster Assistance, and Civic
Aid; procurement; research, development, test and evaluation; military
construction; the Defense Health Program appropriation; and working
capital funds: Provided further, That the funds transferred under this
heading shall be merged with and shall be available for the same
purposes and for the same time period, as the appropriation to which
transferred: Provided further, That the transfer authority provided in
this paragraph is in addition to any other transfer authority
available to the Department of Defense: Provided further, That upon a
determination that all or part of the funds transferred from this
appropriation are not necessary for the purposes provided herein, such
amounts may be transferred back to this appropriation:

Provided further, That the Secretary of Defense shall, not fewer than
5 days prior to making transfers from this appropriation, notify the
congressional defense committees in writing of the details of any such
transfer: Provided further, That the Secretary of Defense shall submit
a report no later than July 1, 2003, and then 30 days after the end of
each fiscal quarter to the congressional defense committees
summarizing the details of the transfer of funds from this
appropriation.

I noticed that nowhere in your material below did you include the cost of
the destruction of 2 huge skyscrapers, the blowing up of the Pentagon, or
the cost in terms of human suffering of the 20,000 or so family and friends
of the 4,000 or so Americans who were killed on 9/11. Apparently the
Democrat Party really doesn't give a schittt about any of THOSE costs, but
instead the Democrat Party ONLY becomes "concerned" when America attempts to
PROTECT HERSELF.

Madam, the correct spelling of schittt is shit and *F* stands for fuck, and if
it offends you to use such language, try something else instead of cutesy

Perhaps you can give us a blow by blow accounting of the costs for
lower Manhattans redevelopment plan which was imposed on 9-11.

We are working to prevent the next 9-11. Removing Sadam took one of
the players out of the game, and it sent a message that there will be
serious consequences when you play with fire.

People who have been in the military understand that there is more to
being in the military than getting free college, and death could be
one of those things. Handwringers like you do not. That shines
through.

Hello Clintok:

If you have evidence that the now deposed Iraq regime had any hand in
9/11, then I would like to see you present it. Sadaam was a devil of
our own making just like the Shaw (sp) of Iran.

Osama Bin Laden is the enemy who we have drifted from, and Al Queda
seems to be regrouping for another attack on American interests. If
you have evidence that our drift from the real enemy has not hurt our
interests, then I would like you to present it.

I do not have to prove my patriotism to you or anyone else. The
bullets and bombs that I dodged, and the injuries that I sustain in
the Vietnam war are my "Red badge of Courage." You may recall that
the only thing gained in Vietnam was American and Vietnamese lives
lost and body bags stacked up. Now we are trading partners. Was it
all worth it? I think not.

When you present an argument Clintok, know what you are talking about,
and be willing to offer coherent information for a civil debate.

Putting what I said back into context, we are preventing the next
9-11. I didn't say that I thought Saddam had anything to do with 9-11.
I think he would love to have something to do with the next one. That
has been prevented as far as he is concerned. Once sanctions were
lifted, he would have been free to do as he liked, and after noting
his attempted assisination on George Bush Sr, I think it is likely he
would have gotten to work on getting revenge. I dont think that many
folks were that concerned that Saddam was a threat right now, I think
the threat would have emerged later. Why wait ? Did 9-11 teach you
that it is better to take action, or to wait until you are justified.
If it didn't teach action, then your survival clock has stopped and
you are far too comfortable.

We haven't drifted from Osama, We have made it much harder for him to
run around and spread his word. He still gets around, but he will get
his in the end. Terrorism is not confined to one person or place, so
to focus the entire war on terror on his head would be a mistake. It
would make it too easy for the peacenicks to say ok, we are done, can
we go back to the days of worrying about cumstained dresses ? While
foreigners plan to level other buildings ? reassurance over reality.

Saddam supported terrorists in the middle east - and made it
profitable to blow yourself up in Israel. That bubble has been popped.
His financial support for suicide bombers was yet ANOTHER niche on his
belt that put him in our sights.

I think it is laughable that we are sitting here debating whether or
not it was a good thing to oust Saddam. You are entitled to your
opinion, that is the beauty of our country, but you are being a devils
advocate for the sake of debate. It was a good decision to attack. If
that doesn't register with you, then I dont know what to say.

Peace is better than aggression ? Depends of what degree of reality
you subject yourself to.

Alive is better than dead.

We'll they sure as hell trained in Iraq. They even had a mock-up of the
aircraft they took control off. Also, does anyone know where they Italian
disbursement tanks that mount on the backs of pick up trucks disappeared to.
Those tanks can disperse both chemicals and biological agents..
