At the time this happened, which was around 1990, no law exhisted except for wearing the Medal on a government installation. Those laws are being changed. Actually the letter seemed to work as he disappeared from the Veteran scene after recieving it. I asked the Col. if I could invite him to Ft. Bragg to have him give a speech, with the CO's permission, then bust him there. The Pentagon declined saying it would be entrapment.
