The "simple facts" are:
- that there have been attempts to guarantee the sanctity of Tri-Care and all other veterans matters covered in the legislation
- that Congress knows it will reap a firestorm of hassle if those benefits are so much as threatened in any way
- that there is and will be a difference of opinion among experts as to whether or not anything bad is about to happen for vets
- that the CBO has said straight out there is no guarantee whatsoever one way or another
- that responsible people in and outside of Congress are watching diligently to make sure our benefits are protected
