Despite their integral role in foreign relations in at least 30 countries, from Ethiopia to Macedonia to Cambodia, the U.S. Navy's Seabees are not immune to Washington’s fiscal realities. As the wars in Iraq and Afghanistan wind down, the nine battalions are being downsized.
