My Personal thoughts on this accident:
-
This is pretty bad news. NTSB is investigating the issues which will
take some time to nail down all the facts and how to prevent this
in the future.
-
Our respects goes out to the families and those who went across
this ordeal.
-
Will have to wait and see how they come to the fruition of the
cause & effect.

To me the bridge - looks pretty frail to me! (?)

I would have shut down all auto's / buses & truck's [on both ends]
and "yes the traffic should have been stopped in both directions" -
more so while a ship of this size & height goes through and under
this bridge.

"Sure" It would've cause a backup of traffic & cause some delay
but the delay "would have "saved the lives" on the bridge.

Then reopened once the ship clear's the bridge - that way the only
the bridge would have fallen - with no harm to persons - auto's -
buses or trucks. Hence Human Lives could've been saved.
(But that is just my observation.)

But to me - that bridge - looks awful frail for it's long span.
